Mindy Ellmer provides strategic counsel on legislative and regulatory policy, political engagement and grassroots deployment. She is a recognized expert on business issues including tax, water, energy, as well as environmental policy, infrastructure, and tort issues. With over twenty years of practical experience before the Texas Legislature and state agencies, boards and commissions, Mindy provides effective counsel to Fortune 500 Companies and local government organizations and non-profit organizations.

Mindy’s expertise in implementing legislative priorities, collaborative advocacy, grassroots campaign strategy, and management is extensive. Her many accomplishments include leading teams that secured passage of significant tort reform legislation reducing industry exposure by hundreds of millions of dollars, passage of legislation creating a watermaster program on the largest river basin in the state, passage of major eminent domain legislation; and passage of the Healthy Community Collaborative, which pairs state and local efforts to combat mental illness and homelessness. She has worked with leadership to create and secure funding for programs at both the Texas Workforce Commission and the Texas Department of Housing and Community Affairs that move Texans off of public benefits back into the workforce, and continues to be heavily engaged in successful efforts to promote water planning and infrastructure development in our growing state.

Mindy began her career inside the Texas Capitol, working for the Governor’s Office and in both the Texas House and Senate. She launched her lobby career at the Texas Dental Association and then moved to Bracewell, LLP before opening her own firm. Mindy is a member of the Texas Taxpayers and Research Association; Chancellor’s Council, University of Texas System and the Downtown Austin Alliance. She also serves as the Immediate Past President of the Board of Trustees of ZACH Theatre, is on the board of the National Council for the American Theatre and is a member of the Executive Committee of the Headliners Club.
